EDI Forms Solution (Pennsylvania Bureau of Workers’ Compensation’s (BWC) strategy)

This blog describes the strategy to implement EDI Forms Solution. Please note that the BWC claim forms referred to in the below sections refer to only the following four forms:

EDI Form Description

LIBC-495 NOTICE OF COMPENSATION PAYABLE
LIBC-496 NOTICE OF WORKERS’ COMPENSATION DENIAL
LIBC-501 NOTICE OF TEMPORARY COMPENSATION PAYABLE
LIBC-502 NOTICE STOPPING TEMPORARY COMPENSATION PAYABLE

The cutover to the functionality can be divided into two main categories:

  1. EDI Web Portal users. These are trading partners who use the WCAIS EDI Web Portal functionality to submit their EDI transactions.
  2. EDI batch/flat file submitters. These are trading partners who submit their EDI transactions via electronic files on a nightly basis using a transaction partner/vendor or filing directly to BWC.

EDI Web Portal Users

On September 16, 2016 users were required to generate the BWC claim forms as is currently the process. At this point the new EDI Forms Solution functionality has been implemented and automatically generated the relevant BWC claim form for the respective transaction. Users are able to access and download the newly generated forms from the Actions tab on the Claim Summary screen. No further action will be required.

EDI batch/flat file submitters

EDI transactions submitted to BWC after 2016 do not require the above corresponding form be submitted to BWC as is currently the case because EDI transactions submitted to BWC after this date will be sufficient to meet your filing requirements in Pennsylvania.
